Validate a German date input and the runtime minimum age against the Berlin calendar date.
Parameters
- value: string
  Current controlled value.
- minimumAge: number
  Runtime minimum age supplied by the host.
- today: string = ...
  ISO calendar date used for age validation; defaults to today in Europe/Berlin. Defaults to new Intl.DateTimeFormat("sv-SE", { timeZone: "Europe/Berlin", }).format(new Date()).
