Function canReschedule

canReschedule(booking: RebookedBooking, now?: number): boolean
Check cancellation, prior movement and the backend rescheduling cutoff.
Parameters
- booking: RebookedBooking
  Authoritative customer booking.
- now: number = ...
  Current instant as milliseconds since the Unix epoch. Defaults to Date.now(). Defaults to Date.now().
Returns boolean
